Out with the Old: The Pathways Disappearing
Because Ontario is shifting its focus entirely toward the local job market, several traditional pathways are being completely removed or replaced:

The “Degree-Only” Pathways are Gone: The popular Master’s Graduate Stream and PhD Graduate Stream are being eliminated. Graduates can no longer get PR purely based on their university degree.

No More Passive Points: The Human Capital Priorities Stream is likely being phased out.

A Unified System: Instead of multiple confusing tracks, the old Employer Job Offer streams (Foreign Worker, International Student, and In-Demand Skills) are all being merged into one streamlined system.

In with the New: The Targeted Winners
Ontario isn’t closing its doors; it is just opening them for very specific people. The province is introducing three highly targeted streams:

The Priority Healthcare Stream: Built exclusively for licensed nurses and doctors. Because the need is so urgent, healthcare heroes do not need a job offer to qualify, as long as they hold a valid Ontario license.

The Exceptional Talent Stream: A special path for globally recognized individuals in research, science, arts, and culture. This bypasses the typical points system entirely and focuses purely on real-world achievements.

The Redesigned Entrepreneur Stream: For business-minded individuals looking to buy or run businesses, especially in rural Ontario communities. Passive investors need not apply active, daily involvement is a strict requirement.

The New Rulebook: The Two-Track Job System
For the vast majority of applicants, your path to PR will now run through a unified, employer-driven system divided into two clear tracks:

Track 1 (Skilled Jobs – TEER 0-3): This is for managers, tech professionals, and corporate roles. To qualify, you need a job offer from an Ontario employer and either 2 years of global experience OR 6 months of experience with that specific Ontario employer. (Good news for recent grads: wage requirements might be relaxed for you!)

Track 2 (Essential Jobs – TEER 4-5): This covers vital sectors like manufacturing, agriculture, labor, and services. To qualify here, you must already be working in Ontario for 9 months with that employer. Because of this, offshore applicants are not allowed on this track.
